Unfortunately, many government documents produced before 1976 have not been digitally cataloged by libraries, especially if they were in circulation for a fairly short period of time. The Monthly Catalog of Government Publications (basically a monthly list of everything printed at the government printing office) does show this document was printed and distributed to depository libraries. If you are really interested in seeing a physical copy of the document, I would suggest going to your nearest depository library (find that here: http://catalog.gpo.gov/fdlpdir/FDLPdir.jsp)
. They may not have the document as many libraries don't keep out of date War Department and Army manuals, but they should be able to find another library that does, and would be willing to lend it. Also, you should at the least be able to verify the validity of the document using the Monthly Catalog from 1928, which almost all depository Libraries will have.
